The drive shaft and the prop shaft do turn by hand. The unit shifts through fwd, neutral, and reverse at it should.

The drive shaft splines are broke off. I don't know the history of this unit or how that happened. There are many good parts on this lower as well as it can be considered a good candidate to rebuild.
